The first is a certain amount of Free Spins. These are between 25 and 350, based on the particular level  your account is on. The wagering requirement for them is the same as the rest of the promotions. The second component of the VIP reward is the Weekly Cashback you can get. Note that this is available for accounts who have deposited $3000 or more, and acquired the second tier. Cashbacks are common with most casinos and restore a certain percent of your losing wagers to you. The particular percent here is between 5% and 20%, and scales with the account level. There is no maximum you can cash out this way. But once the money is granted to your account, a new wagering requirement of 5x is also applied to it.

The Cashback component of the bonus is not particularly compelling. Most casinos have way lower requirements to start handing out cashbacks than depositing such a massive amount of money. Not to mention the initial 5% you can get is rather low!
