LICENSE

We had to look to the legal documents for the regulation details, and at first we thought that Hugo Casino was unlicensed. However, even after reading the legals, we were unconvinced. Here's what we found out

Hugo Casino is allegedly owned by GBL Solutions N.V. a firm that is established under the laws of Curacao. But somehow the legal documents are said to be governed by the laws of Cyprus. Surely a very odd mixture, made downright shady by the fact that there was no way to verify the supposed claim that Antillephone N.V. is the regulatory body here. There was no seals on the footer to confirm a license, no actual way to verify the license, and thus no real evidence of a regulation in place. Usually, if a casino is licensed it is required to have a footer seal with a link to the certificate, seal, or licensing papers. The fact that Hugo Casino has no such thing is a means for worrying.

As far as we see it we cannot speak of Hugo Casino as being a regulated body. To us it has no licnese. We have some clauses to back us up, found in the legal documents, that state that the casino has the full right to reject a user's request to open an account with the casino, to block a client from the casino without notice, and to rect deposits without giving a reason. If this sounds legit to you, then you're out of touch.

The prospects of a Curacao license are there, and Hugo Casino really feel like a regulated platform, without a doubt. But without further proof we are left with a very ambiguous statement that leans more towards a lack of a licensing framework.

DEPOSIT AND WITHDRAWAL

There was no payments page here which was a let down. We place this as a criteria since a good payment page can help users make decisions and can draw in a larger audience to any casino. Not having one forces the user to dig into the legal docs for the payment details, just like we did, and if we were simple users we wouldn't bother and probably think twice before investing here.

So, in the legal docs  we painstakingly got the payment details that you see on the table above. However, these payment systems were never detailed, so we don't know what exactly the e-wallets are. And as you can see we don't have that much to lean on to.

Not to mention that we found clauses stating that the casino has the right to determine the minimum and maximum withdrawal and deposit amounts. So the above withdrawal values are volatile, while the minimum deposit is still a mystery: another important value not revealed, making it hard to make a good investor decision.

There was also a very brief mention of possible deposit and withdrawal fees, but it never reiterates. The only fees we can talk about is the payment system fees themselves as well as currency conversion ones.

There's a chargeback clause that states that the user must verify his email address otherwise the casino will issue a fee of €50. This fee applies to every email that the user does not reply to issued by the casino in regards deposits and withdrawals. The clause at that point had stopped talking about chargebacks, and had turned to classic deposit/withdrawals, which only confused us more. It is one of the weirdest clauses we've seen so it's better to just include it here:

As you can clearly see the provision starts off as a chargeback clause then shifts tonally midway through to a deposit/withdrawal commission statement. The chargeback part is left unexplained, and this means that there is something hidden, something unsaid that can prove to be an issue to users.

If a deposit has not been turned over at least 3 times prior to a withdrawal request, the casino will impose a 15% charge. This turnover is not affiliated with any wagering bonus requirements, so even a net deposit has to be turned over thrice.

A user account becomes inactive after 12 months of dormancy. So if an accounts has not been played on or opened for more than 12 months, the casino has the right to delete the account, but it will first contact the user.  There also is a €5 dormant account fee applied.

CONCLUSION

We like the casino, despite its shortcomings, and that's mainly due to the whole atmosphere it creates. However, we just like to look at it; as for actually paying to play in it, we are not entirely sure that it would be a good idea.
