Hugo Casino is allegedly owned by GBL Solutions N.V. a firm that is established under the laws of Curacao. But somehow the legal documents are said to be governed by the laws of Cyprus. Surely a very odd mixture, made downright shady by the fact that there was no way to verify the supposed claim that Antillephone N.V. is the regulatory body here. There was no seals on the footer to confirm a license, no actual way to verify the license, and thus no real evidence of a regulation in place. Usually, if a casino is licensed it is required to have a footer seal with a link to the certificate, seal, or licensing papers. The fact that Hugo Casino has no such thing is a means for worrying.
As far as we see it we cannot speak of Hugo Casino as being a regulated body. To us it has no licnese. We have some clauses to back us up, found in the legal documents, that state that the casino has the full right to reject a user's request to open an account with the casino, to block a client from the casino without notice, and to rect deposits without giving a reason. If this sounds legit to you, then you're out of touch.
The prospects of a Curacao license are there, and Hugo Casino really feel like a regulated platform, without a doubt. But without further proof we are left with a very ambiguous statement that leans more towards a lack of a licensing framework.

There was no payments page here which was a let down. We place this as a criteria since a good payment page can help users make decisions and can draw in a larger audience to any casino. A user account becomes inactive after 12 months of dormancy. So if an accounts has not been played on or opened for more than 12 months, the casino has the right to delete the account, but it will first contact the user. There also is a €5 dormant account fee applied.

CONCLUSION
We like the casino, despite its shortcomings, and that's mainly due to the whole atmosphere it creates. However, we just like to look at it; as for actually paying to play in it, we are not entirely sure that it would be a good idea.
